MILITARY BUSINESS IN THE MALUKU CONFLIK AREA

Military involvement in business is not foreign to indonesia. However, if the military involved in the security business in conflict area, the lives of the population are put on the line. This has happened in ambon, where security has become a costly commodity. Supplying expensive weapons and highpriced security services has become normal “service” available from the military. As a result, the conflict in ambon has not been easy to solve. This becomes even more true if the military decides that rather than resolving the conflict, they should exploit its business potential. This type of business lowers public opinion on the military. It make the military not a neutral force working for popular safety and security, but rather a profit-seeking weapons syndicate.
From indefendence to present day, the miitary’s relationship with the business world has always been very close. During the soekarno presidentian era, militaristic business was authoritarian regime of soeharto,military business expanded further to become a tool to again political and economis power. Almost the whole economic sector was invaded by the military,starting with forests, tranfortation,mining,bank, and property. Presently, there are at least 67 large companies that are directly controlled by the military.
In the time of reformasi (after the fall of soeharto), business carried out by the military has been legitimized by claim of a lack of funds allocated by the gavernment for national defense. For example, in 2001-02 and 2002-03, the gavernment only allocated 20-30% of the total funds needed for the national defense budget. This is a real justification, but it is also greatly regretabble. business performed by the military with the intens of fulfilling the defense budget cannot be controlled by teh gavernment or the civil bureaucracy (president and legislative assembly), due to their restricted access to the military. The profits obtained from military enterprises could in fact. If managed corecctly, not only cover the need of the national defense budget, but also be used to increase the well-being of low-ranked soldiers and support activities in other development sectors.
Efforts to overcame the weakness of civil bureaucratic control over the military and their business interests have been attemped repeatedly, but with little succes. This is becouse business activities carried out by the military are so systematic, following the lines of military command, starting from the central headquarters down to the smallest task force units in the regional areas, such as kodam (komando daerah militer-regionla melitary command). Kodim (command distric militer-distric militery command), battalion and koramil (komando rayon militer-ward level military command), to babinsa (bintara pembina desa-noncommissioned law enforcements officers posted to villages). Without exception, generals down to the lowest rank soldiers (privated first class) are involved inbusiness carried out by the military.
Consequences of the increacing expansion and deeping of military participation in business activities during the new order and reformasi period (even today), according to research results from the indonesian academy of sciences (LIPI), include;
• The emergence of pseudo-capitalists commonly know as ali-baba’s or collusion between the military and foreign (particularly chinese).
• Massive corruption, from soldier to generals.
• The emergence of nepotisme, i,e., business carried out of ficers and continued by their families.

What should be questioned is: with the korem as the operational unit, can the military not resolve conflict and secure national assets, espesially natural resouces ( as a source of foreign capital for the state)? It seems that the formation of kodam in conflict regions is aimed primarily at the securing natural resouces (as state assets), without firs examining the necessity of the these kodam from a geographical, sosial, cultural and teritorial point of view.
If analyzed further, the trend of “kodamisasi” (kodamization) in various conflict areas is more intended to promote the military’s business interest related to natural resources. Perhaps at the same time it also forms part of military planning to perpetuate th conflict in these regions that are rich in natural resources. For example in aceh, exxon mobil, and LGN Arun are two of the most important foreigh investors and state assets in country. Maluku is geographically different from aceh in that it consistd of clusters of small islands. It prossesses an abundance of acean resources, the largest amount of ocean resource potential of any region in indonesian. It also has a high level of different kinds of wildlife, including rare wildlife with high commercial value. In the poso, according information obtained directly in the field, at the moment there are around 50 petroleun drilling sites ready to be exploited or managed. Here, the new kodam were estabilished right around these petroleun mining sites, does every region possess great natural resources potential required to estabilish a kodam?

Since the onset of the sosial conflict on 19 january 1999, many business activities or so-called “operations” have been carried out by the military stationed in maluku. This seems solely aimed at preserving the conflict and satisfying personal interest. What ever its goal, it certainly adds to the suffering of the maluku people. Some of the business or operations in which the military is often involved can be classifified as follows:
I. INSTITUTIONAL BUSINESS (LEGAL BUSINESS)
Institutional business or legal business comprises official enterprises undertaken by the military. For the maluku region, the most obvious of these include redeveloping civilian housing in stroyed during the sosial unrest and building refugee housing in relocation areas. All of this handled directly by the military (denzipur V-fifth Detachment of Comba Engineers, Ambon). In spite of this, the maluku civilian comunity is very aware that there are no security guarantees for the re-depelopment of their houses.

For example, in several arean such as hunuth and waiheru, re-depeloped civilian housing was destroyed by mobs, becouse there was no security guarantee from the army in Ambon. The houses had to be re-built by the military (Denzipur V Ambon).

Grey business is business carried out by the individuals and institution from the military, outside of officials military business generally, grey business carried out during the social conflict in the maluku can be categorized as follows:
Security Business

It has expanded becouse the social conflict has created regional segregation between the muslim and cristian comunities being unable to interact with one another socially. Accsess for people from the opposite community to use these services or travel through these areas in the middle of conflict is almost impossible. Doing so means putting their lives at risk, and thus requires protection from the military or police. In addition. On the unrest in maluku has also resulted in many industrial centers being unable to operate at an optimum level, since there is no safety guarantee for workers crying out their jobs. As a result, companies and factories also need protection services from security forces (TNI and Police) if they wish to keep operating. They payment for these protection services is of course subtantial, placing a further burden on campanies as well as community members.
As an example, before the social conflict began in maluku (espesially Ambon). If sameone (either muslim or christian) wanted to take an airplane out of Ambon, they only needed to pay araound Rp. 10,000 rupiah, for transfortation to pattimura airport. However, after the onset of the conflict, the trip to the airport would cost Rp. 350,000-Rp.600,000 for both communities. This cost would include a sea route and payment for an escort by security forces. A land route could cost twice.
Illegal Business
Illegal business performed by the military has also been prevalent in maluku since the social conflict began. One of its practices includes the sale of organic weapons (both short and long-barreled) along with amunition ( for various weapons) to civilian in maluku. Besides coming from the TNI and police, many firearms circulating in maluku are supplied from outside the region, from places including sorong (papua) and east timor (often through east nusa tenggara). Another source is weapons armories broken into by civilian during the conflict (such as th Brimob (mobile brigade) armory raided in mid-2000). Based in information gathered in the field since the advent of the conflict in maluku, one organic rifle (AK-47, Jengle, Roger, Mini Roger, SS1, SKS, M-16 or MK3) can cost Rp 5-10 million. For amunition , the price is around Rp, 2,500 (standars for all firearms, such as AK-47, Jengle, roger, mini roger, SS1,SKS, and M-16) up to Rp. 5,000 (for large caliber weapons like geren, kirop, and MK3) even for small firearms (such aspistols) the price between Rp. 1-2 million, with a standard ammunition price of Rp 2,500 per bullets. It is not surprising that during the unrest in ambon there was a rumor among the civilian community that a human life was only valued at Rp 2,500 in line with the standard price of ammunition.
Black Business
In addition to security and illegal business, black business is another form of interprise carried out by the military and police in maluku since the biginning of the conflict. However, its scale is smaller than that of security and illegal business. Up to the middle of 2003, the total number of battalions stationed in ambon was 30, and with troops totaling 24,000.
Black business in maluku centrered on the exploitation of natural resources, such as illegal logging in several location on seram island, and the capture of rare protected animals to be sold as pets and souvenirs. Furthermore, the local community was forced to sell the communities they grew to the security forces. These product, such as cloves, nutmeg, copra, and coffee,were bought by these security forces at a low, fixed prince, often only half of their market value
